Dr. Pan Suk Kim is a Professor of Public Administration in the College of Government and Business at Yonsei University in South Korea, but he is currently on leave for public service (He is currently the Minister of Personnel Management in the South Korean government). He was the Dean of the College of Government and Business and the Dean of the Graduate School of Government and Business for two years from August 1, 2012 to July 31, 2014. He directed the following research institutions: the Director of the Institute for Regional Studies and Development (IRSD; 2008-2010) and the Founding Director of the Institute for Poverty Alleviation and International Development (IPAID; 2010-2013). He also worked in the Korean central government as a Secretary to the President for Personnel Policy in the Office of the [Korean] President (Political Appointee).

After completing his Ph.D. degree in public administration at the American University in Washington, DC, he was an assistant professor at Old Dominion University in Virginia and Austin Peay State University in Tennessee, USA. In December of 2010, he was appointed by the Yonsei University President as an Underwood Distinguished Professor. He was a Fulbright Visiting Scholar in the Department of Government at Georgetown University in 2005 and a Visiting Scholar in Residence in the Department of Public Administration and Policy at the American University in Washington, DC from September of 2014 to August of 2015. He was a Guest Professor of the China Academy of Social Management at Beijing Normal University from 2012 to 2017. Professor Kim received the academic title of “Honorary Professor” by the decision of the Academic Council of the Almaty Management University (AMU) in Almaty, Kazakhstan on January 20, 2017.
He is currently a lifetime international fellow of the National Academy of Public Administration (NAPA) in Washington, DC. He is a member of the Network on Public Employment and Management (PEM) of the Organization for Economic Cooperation and Development (OECD) in Paris, France. He is also a member of the Board of Directors in the Institute for Conscious Global Change (ICGC) in New York. He was the Editor-in-Chief of the Asian Review of Public Administration and a member of the International Commission on the Accreditation of Public Administration Education and Training Programs (ICAPA) established by the International Association of Schools and Institutes of Administration (IASIA).

He has broad experience as an expert in governmental affairs. He had also served as a member of the Administrative Reform Committee (ARC) and a working member of the Presidential Commission on Government Innovation (PCGI) in the Korean central government. He was also on the Policy Advisory Committee of the Ministry of Foreign Affairs and Trade (MOFAT), the Ministry of Government Administration and Home Affairs (MOGAHA), the Civil Service Commission (CSC), and the Anti-Corruption and Civil Rights Commission (ACRC). He was also a visiting professor and a member of the Advisory Board of the Central Officials Training Institute (National Human Resources Development Institute) that is the main training institute in the Korean Central Government. He was a Vice President of the International Research Society for Public Management (IRSPM), a member of the Executive Committee of the IIAS, and the Board of Management of the IASIA.

He had been the Editor-in-Chief of the Korean Policy Studies Review (KPSR) and the International Review of Public Administration (IRPA); Deputy Editor of the International Review of Administrative Sciences (IRAS; SSCI journal); Co-Editor-in-Chief of the Journal of Poverty Alleviation and International Development (JPAID); and the president of the Korean Association of Personnel Administration. He is currently sitting on the Editorial Board of the following international journals: Public Administration Review, Public Management Review, Public Administration and Development, Public Money and Management, International Journal of Public Administration, Public Integrity, Public Organization Review, Public Administration and Policy, Journal of Comparative Asian Development, Chinese Public Administration Review, International Journal of Civil Service Reform and Practice, and others. He was a member of the NRF's Korean Journal Recommendation Committee for the Web of Science (WoS) maintained by Thomson Reuters.

He was the President (2010-2013; the first Asian President in its history) of the International Institute of Administrative Sciences (IIAS) in Brussels, Belgium. He served the UN Committee of Experts on Public Administration (UNCEPA) for 8 years (2006-2009; 2010-2013) and was a Vice Chairperson of UNCEPA for 4 years (2010-2013). He has been the President of the Asian Association for Public Administration (AAPA) from 2014 to 2017. His name has been listed on the Marquis Who's Who in the World from 2010 to this year continuously and he received the 2017 Albert Nelson Marquis Lifetime Achievement Award from Marquis in June of 2017.
He published several books and over 200 scholarly articles in major domestic and international journals in the field of public administration and public policy. His books in English include: "Korean Public Administration" (Hollym, 1997, 1999), "Public Administration and Public Governance in ASEAN Member Countries and Korea" (Daeyoung, 2009), "Civil Service System and Civil Service Reform in ASEAN Member Countries and Korea" (Daeyoung, 2010), and "Public Sector Reform in ASEAN Member Countries and Korea" (Daeyoung, 2011).

His coedited book, "Value and Virtue in Public Administration" was published by Palgrave Macmillan in London, UK in 2011 (hardcover) and 2014 (paperback).  In 2014, a Chinese version of this book was published by the Renmin University of China Press. In 2015, his co-edited book entitled "Democratic Governance, Public Administration and Poverty Alleviation: Thematic Discourse and Geographical Cases" was published by Bruylant in Brussels, Belgium in 2015.

He received several awards including the Paul P. Van Riper Award for Excellence and Service from the American Society for Public Administration (ASPA) in 2012, the Chester Newland Presidential Citation of Merit from the American Society for Public Administration (ASPA) in 2011 and 2013, the International Public Administration Award from the American Society for Public Administration (ASPA) in 2009, the Pierre De Celles Award from the International Association of Schools and Institute of Administration (IASIA) in 2008, and the best research award from Yonsei University in 2006. He received two medals from the Cambodian government: the Sahametrei Medal (Commandeur) and the Monisaraphorn Medal (Commandeur) in 2014. He also received the Best Trainer Award from the Central Officials Training Institute (National Human Resources Development Institute) in 2015.

On September 18, 2017, he received the Warner W. Stockberger Achievement Award from the International Public Management Association for Human Resources (IPMA-HR). He received the PSPA Achievement Award in Public Administration and Governance from the Philippine Society for Public Administration (PSPA) during the 2017 PSPA International Conference in the Philippines on November 16, 2017.

His areas of research interest include public management (HRM/HRD, organizational change, and public sector reform/innovation), and public governance (good governance, deliberative governance, governance innovation).
